Three of the seven newly elected representatives to the Louisville Metro Council are longtime friends of Center for Neighborhoods. These three women, who were sworn in on January 3, 2023, share a deep and abiding commitment to engaging neighbors to build great neighborhoods. Learn more about them below.
Councilwoman Tammy Hawkins, District 1
Center for Neighborhoods has long enjoyed working with Councilwoman Hawkins in the Parkland Neighborhood, where she is a business and community leader. As a founding member of the Parkland Business and Development Association, Councilwoman Hawkins was instrumental in helping bring Parkland Plaza to life.
She has been a business owner and resident in District 1 for more than fifteen years.

Councilwoman Jennifer Chappell, District 15
Councilwoman Chappell joined Center for Neighborhoods’ board in 2015 after graduating from the Green Institute and Neighborhood Institute. She’s been active with the Schnitzelburg Area Community Council (SACC) since moving to Schnitzelburg in 2010, serving three years as SACC President.
In 2014, Councilwoman Chappell started an organization called Three Points to reclaim public space, enhance walkability and multi-modal transportation, promote public art, and connect splintered neighborhoods.

Betsy Ruhe, District 21
Councilwoman Ruhe has been a community activist and volunteer in the South End since moving there more than twenty years ago. She has been on the board of the Beechmont Neighborhood Association since 2011.
Councilwoman Ruhe is a graduate of Center for Neighborhoods’ Green Institute and Neighborhood Institute. Her Green Institute project was to plant an orchard on a vacant lot at the intersection of Third St. and the Watterson, now known as the Orchards of Beechmont. Councilwoman Ruhe was featured as our Neighbor of the Month in September 2021.
